Yellow Page Advertising - Is It Legal for the Phone Company Yellow Pages to Extort Money by Raising Rates to Bring Up "Spending Level"?

Is it legal for the phone company Yellow Pages to extort money by raising rates to bring up “spending level”?

Are there any customers that have checked into this? Bellsouth claims their prices are “regulated” by the “government”. How can this be, when they quote you 50 different prices everytime you want to change your advertising – all higher than the last? In other words, they will double or triple the cost of one ad as soon as you say you don't want an additional ad in another city's directory. This seems illegal, or at least unethical and these ads are terribly expensice. TIA for any informed insight on this!
